я считаю что в системе социального обеспечения гражан россии нет ничего необычного.хотя система социального обеспечения граждан и существует,но во многих случаях она бездейственна.многие люди не знают о полженных им льготах, или же просто не получают их,не имея возможности их оформить.система социального обеспечения граждан является сложной-чтобы получить льготы,нужно оформить множество бумаг и пройтись по многим кабинетам.
