Dealing with Contraband
1. According to the Customs Legislation of the Russian Federation, the Customs authorities shall exercise their power in dealing with contraband of various kinds, “counteract smuggling and violation of Customs rules and tax legislation respecting goods transferred across the Customs border of the RF; stop unlawful circulation across the Customs border of the RF of drugs, weapons, pieces of art, items of historical and archaeological value, objects of intellectual property, endangered species of animals and plants, their parts and derivatives and other goods”. 2. The Customs Service cooperates with other ministries and departments in the RF Government Commission on Protection of wildlife in territorial waters and the continental shelf of the Kaspian and Azov seas, and in other actions for stronger state control over the illicit fishery and exportation of seafood products. 3. Operational Customs have been set up in regions to conduct special land and sea operations. The number and efficiency of search and other special joint actions with other law enforcement agencies have increased. The Customs with the Ministry of Interior, Federal Security Service and Federal Tax Police have carried out several large-scale operations. For example, only within one month they prevented illegal clearance of 7,860 tons of meat products delivered from the USA by a steamship, 24.0 billion rubles being charged as import duty.

4. Customs air force uses helicopters to land operational and customs security groups in order to reconnoiter and patrol. Most effectively helicopters are used by North-Western Customs Administration, North Caucasian Customs, Far-Eastern Customs and Urals Customs Administrations. Customs in Petropavlovsk-Kamchatka together with the frontier guards make raids to fishing areas. Ships are inspected at sea, resulting in dozens of tons of seafood products being seized. Maritime Customs subdivisions cooperate with the Ministry of Interior, the Federal Security Service and the RF Fishing Committee.
