To send a letter you need first to understand - why, for who, and the most important where?
To send a letter for example to your best friend, you don't need to write it in formal, it must be short and informal.
If you want to send a letter for your teacher or parents of your friend you must use formal form of that shit. For example if you want to take a question it must be like that "Can you tell me, why, why you're so embarrassing?"
 Or you can answer for question of other people in that case.
