Памятник воинам-афганцам расположен на бульваре Димитрова со стороны проспекта имени Ленина. Памятник представляет собой бетонную фигуру «афганца», сидящего на камене. У ног солдата бьет родник, символизирующий продолжающуюся жизнь. Рядом с постаментом поставлен камень, на котором выбиты имена 28 не вернувшихся с войны горловчан.
Орел, сидящий на камне, сжимает в когтях черный тюльпан, который напоминает о самолетах, увозивших из Афганистана в СССР цинковые гробы с телами убитых и прозванных «черными тюльпанами».
