Если в главной части предложения употреблено says, asks и тд, то время не меняется. Если в предложении речь идет об общеизвестных фактах (как в 4), то время также не меняется. В других случаях время как идет делает "шаг назад". Советую найти в интернете табличку про переход речи из прямой в косвенную (там со всеми временами), чтобы проще было запомнить.
