Sugar water and distilled water will not conduct electricity since they contain only nonelectrolyte solutes. Salt water should conduct electricity because salt is an electrolyte, forming cations and anions in solution. Tap water will conduct electricity, albeit weakly, due to small amounts of dissolved ionic salts.
