In 1834, after a great fire had completely destroyed the Palace, somebody built a new one, now we know it as The House of Parliament.
The House of Commons occupies one half of the building, the House of Lords occupies the other half.
The people do not elect the Members of the House of Lords. Some of them get the title from birth, others appoints the Queen (the Governent reccomends them first to the Queen).
From time to time people disscuss this question — whether it is right that they elect only the part of the British Parliament.
Members of the Parliament make all the laws of the country, but after they take a new law there, they pass it them to the Queen for approval.
